A light sprinkling of rain and a cranky moos e on the road didn't stop 20 racers from barreling up Arctic Valley Hill. After crushing the record at the first Arctic Valley race earlier this month, Matt Novakovich took it easy tonight, while Tiffanie Novakovich won the Women's Expert Division in under 50 minutes.
